The six-phase approach is intended to provide the user with a structured recovery planning method for analyzing, implementing and maintaining the best recovery planning program. The following pages summarize these six phases: PHASE I - INCEPTION: RECOGNIZING THE NEED FOR RECOVERY PLANNING. In this Phase, you will obtain Senior Management agreement and approval to initiate this project. To assist you in completing this Phase, DRS provides: (a) phase instructions; and (b) several formats of sample project initiation interoffice letters. PHASE II - IDENTIFICATION: DEFINING YOUR MISSION CRITICAL OPERATIONS AND THEIR RECOVERY RESOURCES, YOUR BUSINESS IMPACTS OF A DISASTER, YOUR PRIORITIES IN A DISASTER SITUATION, AND YOUR RECOVERY OBJECTIVES. In this Phase, you will: identify your resources, identify your mission critical operations, functions and automated applications, as well as their priorities; and identify the impacts that a disaster will have on your operations. This information will then be used to identify your Recovery Objectives. To assist you in completing this Phase, DRS provides phase instructions and: - a sample interoffice letter accompanied by instructions for completing "Data Collection Forms" and sample Data Collection Forms themselves. These include information for: Personnel, Facilities, Vendors, Equipment, Software, Forms & Stationery, Supplies, Vital Records, and Recovery Tasks. - a sample interoffice letter accompanied be a "Department Questionnaire," which you will align and use to identify your organization's recovery requirements including its: mission critical operations, recovery objectives, potential recovery strategies, and recovery activities and tasks. - a sample interoffice letter accompanied by a "Business Impact Questionnaire," which you will align and use to identify your organization's business impacts of not receiving the reports or information they need to carry out their job. - a sample interoffice letter accompanied by a "Recovery Application Questionnaire," which you will align and use to identify your organization's automated application processing requirements. This questionnaire contains key questions which will be asked in order to determine application criticality along with the amounts and types of resources required in order to re-establish mission critical application processing. - various tools to support this data gathering process, including a sample "Recovery Application Summary" and "Recovery Application Inventory" form. PHASE III - DECISION: CHOOSING A RECOVERY METHOD/STRATEGY. In this Phase, you will select the best possible method/strategy for your recovery operations. For instance, in an automated processing recovery plan, you may not need to provide any automated recovery measures. Or, depending on your situation, you may need to use one or more of the several recovery methods best suitable for your environment. Some of these are: the Stored Resources/ Equipment Method, Bilateral Aid Agreement Method, Multilateral Aid Agreement Method, Dual Site Method, Multi-Site Method, Empty Shell Method, Vendor-Provided Recovery Facility Method, Shared Recovery Facility Method, and others. To assist you in completing this Phase, DRS provides: (a) phase instructions; (b) descriptions of each backup and recovery method/strategy; and various tools to help implement your chosen recovery methods/strategies. PHASE IV - DOCUMENTATION: DOCUMENTING THE RECOVERY PLAN. In this Phase, you will document your comprehensive Recovery Plan. To assist you in completing this Phase, DRS provides: (a) phase instructions; (b) eight major sections of a generically designed, pre-formatted and comprehensive Recovery Plan; ©) instructions and a sample interoffice letter to assist you in completing the recovery team Section 30; and (d) a "Project Schedule Checklist", which can be used to help manage the Plan's development. The sample Recovery Plan contains an easily referenced format, which will be essential during a time of crisis. The Plan also contains: generic notification procedures; identification and description of Recovery Teams along with each Team's detailed duties and responsibilities; mission critical operating specifications; rebuilding/restoring specifications; emergency procedures including generic evacuation procedures; instructions for tailoring specific pieces to your needs and environment; plus much more. PHASE V - PRACTICE: TRAINING THE PLAN PARTICIPANTS AND TESTING THE RECOVERY PLAN. In this Phase, you will prepare your Plan's Participants concerning their roles and responsibilities for each disaster scenario. Following training, you will identify and develop your recovery test cases, and conduct tests to demonstrate and verify your recovery and restoration capabilities. To assist you in completing this Phase, DRS provides phase instructions for two parts (Training and Testing). For the Training part, DRS provides: (a) Training instructions; (b) tools to assist you with Training; (c) descriptions of Training sessions; (d) the most commonly asked questions and their suggested answers; and (e) a sample interoffice letters for Training. For the Testing part, DRS provides: (a) Testing instructions; (b) descriptions of the various test including paper tests and physical tests; (c) sample Test Plan; (d) sample Test Event Log; (e) sample Test Problem Log; and (f) sample Test Report. PHASE VI - MAINTENANCE: UPDATING THE RECOVERY PLAN. In this Phase, you will develop policies, standards and procedures to keep your Recovery Plan up-to-date and in a state of readiness.
