"Terrorism: Chemical Weapons" is part of a timely video series on terrorism
response. This
series is designed for local emergency personnel who are likely to be at the scene
of a
terrorist event for hours before federal response agencies arrive. Other programs in
this
series include "Terrorism: 1st Response"; "Terrorism: Biological Weapons." and
"Terrorism:
Roll Call Edition."

ABOUT THE PROGRAM

"Terrorism: Chemical Weapons" outlines response guidelines for suspected
chemical
terrorist incidents. It is designed for emergency response and emergency
management
personnel who may be called upon to respond to an act of terrorism.

This program describes possible targets and likely terrorist dissemination devices
for
chemical agents. It examines warning signs and indicators of a chemical attack as
well as
site control, protective clothing, incident management, and specialized equipment
and
supplies.

"Terrorism: Chemical Weapons" outlines the properties of chemical weapons and
describes
various methods a terrorist might use to weaponize chemical agents. Four
chemical agent
classes are profiled: lethal agents (nerve agents and blood agents); choking
agents; blister
agents and incapacitating agents. The toxicology and symptoms of exposure of
specific
agents within each class are portrayed.

The video describes procedures for first responding units to a chemical attack,
including
using hazmat response protocols, sizing up the situation, establishing control
zones,
assessing risks to responders as well as to the community, and notification.
Decontamination
of victims, equipment and responders is covered in depth, as is the use of fire
fighter
turnouts
and Level A vapor protective clothing. Other topics examined include managing
casualties,
air monitoring and instruments, identifying the agent, secondary devices, and
clean-up.

A companion Leader's Guide suggests a seminar that includes objectives, pre- and
post-seminar testing, classroom and field exercises, and ideas for other resources
that will
be of interest to emergency responders.

"Terrorism: Chemical Weapons" was filmed on location in Sarasota Cty., FL, with
the help of
local emergency response organizations and counterterrorism experts.
