This first section comprises 18 main chapters and 11 sub chapters, including the Department
of Homeland Security, its Directorates, and relevant branches of the Federal government.
Please refer to the Table of Contents for specific chapter arrangement. The headquarters is
the first listing in each chapter, and is gray-shaded for quick recognition. Following the first
listing, the listings are grouped by mission, usually with security agencies first, and budget
and procurement offices last. Each of the 497 listings in this Federal section offer clear,
concise descriptions as they relate to homeland security and often includes 2005 budget
information. All Federal listings have a list of key officials - many of them with a direct phone
number and e-mail.

SECTION TWO: STATE AGENCIES
The 868 listings in Section Two are arranged in alphabetical state chapters. The first listing in
each state is the Main Homeland Security Office, and includes the Governor, Lieutenant
Governor, Attorney General and the person most responsible for homeland security. As with
the Federal officials, many State officials have a direct phone number and e-mail. Following
the gray-shaded Main Homeland Security Office listing, each state chapter is comprised of
